scsi cdwriter not on /proc/scsi/scsi

I've a scsi cdwriter that shows up in the BIOS before bootup but doesn't
appear in the linux booting procedure, nor is it in /proc/scsi/scsi.
However, as soon as I run "cdrecord -scanbus" it is easily found and
/proc/scsi/scsi is correctly updated, and then I can mount cd's in the
cdwriter drive etc. It's a minor inconvenience, but it just puzzles me
why the system doesn't find it when booting. Any ideas?
thanks,
Mark

p.s. I posted here last week for some help about setting the cdwriter
up. Many thanks to those who helped.

Compile SCSI support and SCSI generic support built-in (sr_mod can be a
module).  Works for my SCSI emulated ATAPI drive (finds it while booting
and appears in /proc/scsi/scsi).
