1. ISO Images to 650 or 700 MB CD's, and 'dd' or rawrite ???

Can someone tell me if I *have* to use a 650 MB CD-R's when creating the
boot CD's for a Linux distribution (e.g. RedHat, Mandrake, etc.)?  Will it
work if I use a 700 MB CD-R disk to create the bootable installation Linux
CD?  (If not, is there a way around it?)

Lastly, I know I can use rawrite under DOS, and dd under Linux, to write the
ISO images to CD.  But if I do not have a DOS instance/installation
available, can I use dd under Windows 95/98/ME or Windows NT/2000/XP?  I am
specifically interested in a 'rawrite' that will work under Windows NT,
2000, or XP.

Any help and advice will greatly be appreciated.
