Weird - Ping, traceroute problems - but telnet, http, ftp ok - ??

Recently our ping stopped working, it just does this:
PING host.domain.com (208.201.250.11): 56 data bytes
and freezes regardless of the host pinged.
traceroute is also funky, behaves similarly.

Telnet, ftp, http still work fine.

I also noticed, while 'make test'ing a Perl module, that I got this
error:
can't resolve symbol '__inet_ntoa'

The Sysadmin reinstalled libc, but this didn't help.
We are at a loss for what we might have done when this occurred.

Any ideas out there?

Please check your header file....
/usr/include/arpa/inet.h have inet_ntoa....
maybe you have inet.h... two...
look /usr/local/include...

I can't even begin to speculate about the perl problem, but
perhaps someone in your organization of at your uplink set
up an ICMP filter at the firewall/router, most likely in
response to the 'ping-of-death' attacks.  Can you ping on
your local subnet?  Do you have firewalling installed?

1. Linux Slip - ping and traceroute ok, no ftp or telnet

I have Linux with X window running on a 486DX2-66, Diamond video card,
Digicom Scout modem. I am using DIP to enable a SLIP connection
and have a script that gets the correct address. Ping, traceroute
and nslookup all work fine.

When I try to run Telnet, FTP or Netscape, they just hang up - the
connection is maintained because after exiting the programs, ping and the
others work just fine. This occurs both in and out of X window.

Any ideas?
