I would like to be able to set a message that
would display when a user connects via telnet but
before the logon promt... something like

Warning! Athorised users only. If you are not an
authorized user do not try to logon to this
server.

This system has no student or public application
software. If you are a student of Xyzzy University
and have a student account please logon to
Xyzzy_Student. Students login on to this server
may loose thier access to ALL Xyzzy University
computers.

Define BANNER in /etc/default/telnetd, using "\\r\\n" in place of
newlines.

Put it in /etc/issue
