What do I have to change to get traceroute to work?

|What do I have to change to get traceroute to work?

Make it setuid-root (or only run it as root).  Only root has permission
to do things at the ICMP level (to make it harder for random evil-doers
to abuse ICMP to attack other people's connections).

chmod u+s traceroute

run it setuid root...

I think only root has the privilege to execute traceroute by
default...it is like "snoop" or something similar which allows *ony*
root to execute...
