I had a similer problem with rsh that caused the same error. Incredible
as it may sound, my problem was caused by using the +USER syntax in the
/etc/passwd file. For example if /etc/passwd contained:

Once N got to about 10 (I never tried to determine the exact number) then
any users listed afterward with the + notation would get your error. This
was on a system running 4.1.3.
