Followup to SYSLOGD TRUNCATION post

On our Solaris v2.3 machine, we were able to solve the syslogd truncation
problem with patch 101318-70 from Sun.  Besides truncation, this patch also
solves the syslog time stamps with erratic timezones problem that continued
to live in v2.3 from v2.2.

The patch doesn't seem to have caused any regressions.

Another fix (but just for the erratic timezones problem) is to run
"zic -l ${Your timezone here}" as root (subsituting US/Eastern or
whatever as the timezone name).
