why /usr/bin/mailx /usr/bin/mail set the group to be that of the sender

This is a probelm on sol2.2.
Hi, when there is no file for a user in /var/mail and a new mail arrives
and creates  the mailbox on /var/mail directory, the file permission mode
is set to be 0660(-rw-rw----) with the group id to be that of the sender.
So, anyone with the group id can read the mail box. why isn't it set to
be 0600(-rw-------) with the group id to be that of the mail recepient?
How can I fix this problem or is this a bug with the programs?
