I have been away from this group for awhile.

Is there a white paper (or ???) that talks about the differences
between NFS Version 2 and NFS Version 3?

Yep -- there was a USENIX paper presented last summer (by Brian
Pawlowski) which discusses the design of NFS v3.  

It's in the proceedings of course, but is also available at:
