Solaris UUCP: WRONG TIME TO CALL???

We are using Solaris 2.3 UUCP and in our /etc/uucp/Systems
file, it has entry like this:

starbase Never ACU 14400 "" in:--in: nuucp word: password

In /var/uucp/.Log/uucico/starbase log file, it shows:

uucp starbase  (1/1-20:41:58,21129,0) CONN FAILED (WRONG TIME TO CALL)
(many entries are like this)

The "Never" keyword in /etc/uucp/Systems means that starbase
will always poll to us.  Why do we have "WRONG TIME TO CALL"?

Is there any setting that will allow our UUCP users to be able
to call (poll) us anytime?

1. uulog : WRONG TIME TO CALL

I have a number of machines that only recieve uucp connections.
The Systems entry has Never in the Schedule field. My uulog seems
to fill up with :
uucp moon  (7/13-19:39:01,18348,0) CONN FAILED (WRONG TIME TO CALL)
Any way I can stop the system from writing these?
