What determines the device number of my tape drive?

I just did

boot -r

to install a cartridge tape drive on a Classic running Solaris 2.2.
I was expecting to address the device as /dev/rmt/0* but it turned out
to be /dev/rmt/1*.  Why?  Are there any "rules" as the the device
numbers chosen?  (The scsi target is 4).
