All local sockets give permission denied!

  I have an Ultra1, and for soe reason it recently began giving a
"socket: Permission denied" error on any attempt to open a local socket.  
That is to say that if anyone but root attempts to open a connection we
get this error.  This only happens on the local end, and you can still
telnet/ftp/etc in.  httpd is broken since we run it as nobody, and it
gets permission denied.

  Any help/tips would be appreciated!

Check permissions on /dev/tcp

1. rlogin gives rcmd: socket: Permission denied

Subject says it all.  I can't rlogin from Solaris.

Also, when I rlogin to Solaris, my .rhosts file is ignored.
