Why aren't man pages updated by patches?

When Solaris 2.x patches update something in a way that changes the
specification, one sometimes gets some sort of formatted man page
included in the patch directory, with a reference to it in the README.
I am thinking of things like the resolv.conf man page in the resolver
patches, or the ifconfig man page when new options were added to that.

But these are of only marginal usefulness. Why can't the patch update
the man pages in their proper place, as part of the SUNWman package?
Don't tell me [please, don't tell me] that the programs and the man
pages are maintained by different teams... :-*

        I have had third party apps install the man pages correctly,
but they would not be recognized until I reran catman.  Since I keep
a central NFS mounted man page directory for my site, I have to add
all the man pages by hand anyway, so I wouldn't have seen your
problem.

1. Why aren't updated manual pages included with patches

I have looked through the latest Recommended patches and
still don't see any manual pages which will get installed
for some updated commands (ifconfig, resolver). There
only exists some preformatted versions which don't get installed
with such stupid names like SPECIAL_NOTE_IFCONFIG.

Why aren't the manual pages included in the packages in normla
roff format to get installed in /usr/share/man?
