Support TCP/IP Window Scaling Option

I am looking for either an application or the way to reconfigure my
computer advertising, when sending a SYN packet, a non-zero window
scaling option in the TCP/IP optional header field.

I have PCs with Windows, Linux or Sun Sparc Solaris OSes
