Uncomment it in /etc/inetd.conf and restart inetd (or reboot).
Modify /etc/hosts.allow or hosts.deny so only router IP can tftp.

mkdir /tftpboot
touch /tftpboot/filename

When you want to use it:
chmod 666 /tftpboot/filename
tftp from router

When not uploading or downloading:
chmod 600 /tftpboot/filename

Or simply set up the Cisco so you can rsh or rcp files to or from it
with a script in Linux so you don't have to give the file public read
and write permissions.
