How can I get  list of all newsgroups and get it periodically updated with new
ones?

Is it possible somehow to see list of all groups with NetscapeNewsClient
configured to use localhost as NNTP server , not a list of groups I subscribe?

Last time I obtained my active file, I started a typescript shell,
telnet'ed to the remote news server (telnet newsserver 119) and issued
a list command. I then edited the resultant typescript file.

I suppose you could write a script to automate this process.

BTW, do you know any ready made scripts to get periodically  new newsgroup and
sort them in the list of all groups.
