Why not exchange floppies?
If you insist on a serial network get a cable -- you'll need either a
cross over cable or a straight thru cable plus a null modem -- and then
configure mgetty on the Linux side. Use hyperterm or whatever to login
from the windows side. Once that works file transfers are a matter of
choosing a mutually agreeable protocol.
