In general, no. There is no provision in the NE2000 register interface to
set the transceiver used. So each board type uses a unique method.
Generally this is either a jumper, or an EEPROM setting. Some boards also
implement "use 10baseT if there is link beat, otherwise use the other
transceiver".
If you have a real NE2000+ or another board that uses the NatSemi 83905 I've
written a setup program that may work to set the transceiver type:
