Yes. Most people read news using a news reader such as Knews, tin, trn,
Agent, or whatnot. These programs connect to a news server, which is a
machine that hosts newsgroups discussions. Most ISPs maintain a news
server. If by some chance yours doesn't, you can subscribe to one such as
http://www.newsguy.com, http://www.supernews.com, or
http://www.giganews.com. News discussions are broken down into a
hierarchical arrangement of newsgroups. comp.os.linux.networking is the
one to which you've posted your query. It's part of the comp.os.linux
hierarchy, which is part of the comp.os hierarchy, which is part of the
comp hierarchy.
I really don't know how Alta Vista arranges their newsgroups, but it
sounds to me like you'd do well to check the regular postings in
news.newusers or news.newusers.questions. Those should help you learn how
best to use Usenet news.
