For future readers via a google search:

To allow linux root rsh access, after checking hosts.allow, hosts.deny,
/root/.rhosts etc. etc., you need to enter rsh and perhaps rexec
to /etc/securetty.

This is a bad idea.

Use ssh instead. If you require passwordless access, use RSA key
authentication.

It's almost always possible to avoid having to use root for such
purposes too. Use su and/or sudo.

1. rsh permission denied

Hi,  I'm having trouble with rsh on a RISC/6k
model 320 running AIX 3.2.  I've modified
the /etc/host.equiv and $HOME/.rhosts files
as directed by infoexplorer (and even tryed
inetimp, refresh and even a reboot), but
I am still getting a Permission Is Denied
response from rshd.  Any ideas on what's
wrong or how to get rsh working?
