after running the supplied ppp-on, my modem on cua0 dials
out and makes a connection but drops carrier after 2-3 seconds.

1. PSI Interramp (PPP) and Yggdrasil Linux

about PSI's PPP service.  Does Yggdrasil Linux have all the necessary
support for meet the requirements that PSI requires?  For example, here
is what PSI says about their service:

What You Will Need
^^^^^^^^^^^^^^^^^^
Your computer will require a TCP/IP "stack" and support one of the Internet
standards for access, Point-to-Point Protocol, or PPP, to unleash the power
of InterRamp.  In addition, Internet applications like telnet, ftp, and gopher
are required in order to access the Information Superhighway.

Your computer must have a v.32bis modem and a standard telephone line, or an
ISDN TA (possibly integrated into a bus-based card) and an ISDN BRI (phone
line). With these communications lines, you will be able to dial a local
InterRamp "hub" which provides you with access to the global Internet.

What You Will Get
^^^^^^^^^^^^^^^^^
o       PPP dialup access to the Internet
o       An electronic mailbox accessed through POP3
o       A USENET News account with unlimited access

Compatibility
^^^^^^^^^^^^^
PSI has put various various vendors of TCP/IP/PPP software through
certification testing along with vendors of ISDN hardware. PSI has certified
solutions for the PC, Macintosh and SUN Microsystems platforms. A complete PPP
implementation (with all options implemented) is required to make this work
(including PAP authentication), only certified vendors are guaranteed to
work and be supported by PSI staff.

Can Linux, specifically Yggdrasil, cut it?
