I think you are confused about what "DNS" means. It stands for
"domain name service," and refers to the conversation of hostnames to
IP address (and vice versa). You seem to be confusing DNS servers
with Windows domain controllers.
So I will answer your question, but I suspect it won't help you any.
Yes, Linux can run a fully-featured DNS server which is 100%
compatible with Windows 2000 clients. It will not be Active Directory-
integrated, which is not a big problem. If directory-based name
service is important to you, you can integrate BIND (the Linux name
server program) with OpenLDAP to achieve the same effect.

I strongly urge you to do some serious reading on this subject before
you make any changes or proposals. I suspect your misuse of "DNS" is
due to a language barrier rather than a lack of understanding, but
there are numerous interoperability issues in any heterogeneous
network. You definitely want to be absolutely clear on all of them
before you start doing anything.
