win98->linux->internet : problem with unwanted connection to provider

i connected my win98 computer with a linux machine (suse5.2). the linux
machine works as a gateway to the internet (t-online). i am using isdn with
a fritz card. I enabled masquerading.
the internet access works fine from both machines.
The problem is that the linux machine diales t-online although at times i
don`t want an internet connection.
As long as the linux machine is powered on alone the  computer doesn`t dial.
When i turn on the windows machine linux starts dialing, even i don`t start
the explorere or anything else.
the log file shows a dns query (which is t-online).
can  anybody help me stopping these  automatic dialups?. I don`t want to
setup a dns server on my linux machine.
my configuration:

*note: my ip address as well as the pointtopoint address changes (dynamic ip
address for internet)
i don`t use routed; i dont use samba; i don`t have a dns server installed on
my lan; i don`t have an official domaine name, but as the linux
configuration asks for one i chose schreiber.home (any suggestion if that`s
alright`?)

win98:

Part of resolving the problem will come from finding out what the
request for resolution is.  Try using tcpdump to monitor the traffic
on your various network devices.  Need to find out the contents of
the dns query.  What exactly is the Win98 box trying to do?  Why
is it sending a DNS query?

I had the same exact problem. It turned out that Win98 was sending out
Netbios-ns requests. It was always port 137. I tried blocking it with
a filter but that did not work(still wondering why...). Microsoft has
a kb document which shows you how to disable netbios-ns without
disabling DNS. It evolves going into the registry. Since I implemented
this change I haven't had an erroneous dial-out in two weeks. Before
making this change I had to turn my modem off because it was dialing
every 15min. Check out this page.

Thanks for your help.
using the workaround you/microsoft recommends works great. After having
disabled the netbios requests the uncontrolled dialing had an end.

1. Win98 --> linux box --> modem --> internet

I have been using linux rh5.2 for some time now and have got a simple
network up and running with one win98 machine and a linux server running
SAMBA with no problems. I have had a request from a new customer that has
the following setup in his office.
One server running win98 and 5 clients also with win98, he wants all his
pc's to connect to the internet by sharing a single modem on the server. I
suggested linux for the new server using ip forwarding etc and samba, he has
no knowledge of linux but was happy with something that will help to
overthrow the 'evel empire'.
My question are, does anyone know of some good infomation on how to do this.
If anyone has had some experience with this type of setup, etc etc.
Something that will cut down on the head scratching a bit would be great.
