Ok... After a couple of days of frustration I figured out what the
problem is. (At least in my case with a fresh new install of RH 6.2)
pump doesn't work.
dhcpcd doesn't work reliably.

So .. I downloaded the dhcp package from ISC
(ftp://ftp.isc.org/isc/dhcp) compiled it and installed it. I replaced
pump with dhclient in the ifup script
(/etc/sysconfig/network-scripts/ifup).

I read the man pages for the rest of the dhcpd configuration and setting
up dhclient (requires an empty file in /var/state/dhcp called
dhclient.leases).

I start DHCP with the NIC arguement for my second NIC (dhcpd eth1).
works like a charm...

I really don't understand why RedHat stubbornly sticks with pump when both
dhcpcd and dhclient are (in my experience) superior. As in your case, for
dealing with external DHCP servers I've switched to dhclient.

First, linux is a moving target.  At about 10x the speed of winderz.
New ways of doing things, newfound security holes and their fixes, plus
new hardware is always being added to the lists.

I think I'd go ahead and get the 6.2 unless you're only using it as a
dialup home machine.  There were at least one nearly show-stopper in
6.1, and previous versions, bind which is the dns caching util, has an
exploit in it that the whole world knows by now, and the version that
comes with 6.2 has that one fixed.

For a home, dialup user, thats not terribly important unless someone
actually scans your machine during that minute or so you are online and
getting the mail.  If you spend many minutes in a row online with a
browser, there are increased chances of a hack attack.

At my work, we have many machines, and we were made quickly aware of
this vulnerability about a month ago when 2 of our machines were found
with the ADMROCKS rootkit installed.  The cleanup was messy, and many
doors have been nailed shut since.  And we've installed our own set of
'spook' tools to collect data on the spooks.  And you'd be surprised at
a couple of addresses we've since collected.  *very* interesting
addresses indeed ;-)
