Does 28 + 28 = 56? Adding bandwidth question.

I currently have a 28.8 connection to an ISP, but there are times when
faster would be helpful. (ain't it always that way??? :-)

If I add a second 28.8 to another PPP account will it help:

  1.  Two users who are using the system at the same time.
  2.  One bandwidth hogging user who could use the whole 56 for
          his (my...) FTP session.

Maybe your exceeding what your cache can handle? If so a cache upgrade would
speed things up?
