How can I set up my home computer (a Mac G5 with OS X) so that I can
access it's command line over telnet from another linux computer or DOS?

Don't; use ssh instead.  I'm sure you can use google to find out how to
turn on sshd in OS X.  (Even if you can't, how to configure sshd or
telnetd for OS X is actually off-topic for a linux newsgroup.)

I thought it would be related to unix because I want to use telnet to
access a linux macine from another linux machine.  What would be a
better group to post it in?  Yeah, I've heard that SSH is better, but
I'm more familiar with telnet.  Is SSH as easy to use?

ssh target.node_or_ip_address

Even sets display for doing gui stuff.

linux is not UNIX
linux is *definitely* not OS X, especially when it comes to daemons.
Trust me on this one: the standard answer you'd get for sshd on a
linux will not be applicable to OS X.

linux != OS X

comp.sys.mac.system

Yep!

Forget Telnet - you'll be cracked in no time if there is
a telnetd daemon in the computer - as said, use SSH, it's
not more difficult to use than Telnet.

If you need a SSH client for Windows, get Putty
<http://www.chiark.greenend.org.uk/~sgtatham/putty/>.
