cant help with file locking, but there is source code availble for NYS (NIS)
you can find that at ftp://nic.funet.fi/pub/linux/BETA/NYS
it can either be compiled into libc (*ed if i can get it too tho), or
as a stand alone library, which has the down side that any program which has
to use it must be re-compiled and linked with it. the libc approach makes it
transparent (with shadow passwds ?)

yep, thats easily do-able. you will need to run rpc.portmap && rpc.nfsd /
rpc.pcnfsd at boot time (from the /etc/rc.d/rc.inet* scripts)
you will also need edit /etc/exports. have a look at the man page,
exports(5)
over ether this is pretty easy, but you will need a suitable package / program
on the client machine that can handle NFS.
