help network unreachable for linux 1.99.8 with 3c595

My linux machine worked fine befor I upgrade the libs.

I upgraded to libc-5.2.18, libg++-2.7.1.4 and util-linux-2.5.
After rebooted my machine, it complains that :

SIOCSIFFLAGS: Try again
SIOCADDRT: Network is unreachable
SIOCADDRT: Network is unreachable

I saw linux detected my 3com 595 correctly.  It detects the IRQ,
ethernet address.  However when I tried to do 'ifconfig', it just
didn't work.  I don't know what happened.
Please Help!

1. 0.99.12 why network unreachable?

Using kernel 0.99.12, autoprobe finds the correct ethernet board
(NE2000 clone-I/O 300-IRQ 15). However, after doing an
`ifconfig eth0 $IPADDR netmask $NETMASK', *every* attempt to use
route to update gives me "SIOCADDRT: Network is unreachable".

I know my ethernet board plus addresses are correct because I can
use Novell's (ver 4) telnet (tnvt220) with no problems from MSDOS.
Can anyone suggest what's wrong here? Thanks.
