DHCP can't back up lease database

Hi,

I'm trying to set up DHCP so my laptop (Win98) can have network access
via my real computer (RH 7.1).  Anyway, when I try to start dhcpd I get
the following message:

Can't backup lease database /var/lib/dhcp/dhcpd.leases
to /var/lib/dhcp/dhcpd.leases~: No such file or directory

This is after I made the empty file /var/lib/dhcp/dhcpd.leases as per the
dhcpd.leases man page.  

Could it be that something isn't right with the dhcpd.conf file?  If so,
what could it be.  Or is it possible that dhcpd is setup with xinetd or
some crazy thing like that?  As a newbie, I haven't yet figured out
xinetd.

This is my first outing with DHCP, so please be verbose with any advice.

Check the access permissions on the directory and see whether or not the DHCP
program at its appropriate security level is able to copy the file.  Check to
make sure that none of the files have the permission of read only.

For my setup, it requires the directory /var/state/dhcp and the files look
like this:

-rw-r--r--    1 root     root         1781 Aug 31 04:10 dhcpd.leases
-rw-r--r--    1 root     root         2806 Aug 31 04:10 dhcpd.leases~
