POP3 server broken? after upgrade to Linux 2.0.10

After I upgraded my sytem to Linux 2.0.10 from 1.3.x
my POP3 server no longer works, namely, it refuses to
connect to POP3 clients (I am using Win95 MS-Exchange).

I tested the port with the telnet command
$ telnet hostname 110

telnet: Unable to connect to remote host: Connection refused

Can someone tell me what could be the problem, please?

Did you upgrade your a.out libc in combination with an ELF upgrade
when you switched to 2.0.10?  I upgraded to libc-4.7.5 (from
libc-4.6.27) and in.pop3d was no longer able to access the
/var/spool/mail files properly.  I switched back to 4.6.27 and
everything was fine again.
