Cant get Simultaneous-Use to work with Radius daemon

Hi

I am running radius deamon on Redhat.  I am trying to configure the users
file to disallow duplicate logins.  There is a default value you can set
called Simultaneous-Use = # ( # being the number of concurrent sessions).

Only problem is, radius still allows concurrent logins.

Has anybody encountered this and is there a solution to this problem??
