No socket access!

I cannot seem to access new sockets for Linux 1.0.4
I can start up a SLIP session with no problem and even
run telnet and ftp ok....but if I try to compile and run
a new program to access sockets (IE the ping from sunsite
in the /pub/Linux/system/Network dir), the program dies with
a "Unable to open socket" error.....any ideas????  This is
a real problem because I have a networking class that I need to
program for and none of my programs will run either!  HELP
please!!!  anyone???  :)
ANY ideas or suggestions are accepted.....:)

   Ping needs to be setuid root to run properly. When you are in as root, type
chown root /pathto/ping  followed by chmod u+s /pathto/ping where /pathto/ping
is the filename of the ping program. This will enable any user to use the ping
program (as opposed to just root).
