Limit bandwidth of a FTP server (wu-ftpd)

I'm using wu-ftpd under redhat 6.2 and i would like to know if there's any
way to limit the bandwidth of the FTP server. It's because the ftp server is
also sharing the internet for my local k and it seems like the system gives
bandwidth priority to the ftp server. I'm using anadsl which can do
128kb/15kb and when an ftp user is downloading, my ftp server uploads to the
max, 15kb and all the local network cannot download faster than 2kb.

1. WU-FTPD: limit cd command for FTP users

I am trying to set up WU-ftpd for Solaris 2.5.1.
I am allowing real users to log in, read and write to their home
directories. No anonymous or guest access.
How do I set up the server so that the users cannot cd and read above
their home dirrectories?
