Terribly slow networking: RH 6.2, 486, NE2000 clone

I'm running RedHat 6.2, newly installed, on a 486/33 box being used
basically as an X terminal.  We recently moved from 10base2 to 10baseT,
and I replaced the network card with a Netgear EA201 NE2000 compatible.
I am seeing transfer rates in the range of 10-20 KB/s on a switched
10/100 network.  'netstat -i eth0 -v' shows no dropped packets, no
collisions, no overruns.  This wasn't a problem with our NE2000
compatible 10base2 card on this machine before.  Any ideas?
