Modem Dial In ok, but no telnet possible

I've set up a Dial In Server with following specifications:
a) ISDN Dial out to the Internet-Provider (default route)
b) ISDN Dial In
c) Modem Dial In, using mgetty
Using SuSE Linux 6.4.

ISDN Dial In works fine, but when I try to connect the server using the
modem line, it is only possible to ping the server, but not to telnet or
ftp. The connection times out.
In the past I set up several Dial In Servers and all work fine with the
specifications above.

this might sound really stupid, but are u sure those services are started?

There are all started, because it's possible to use telnet and ftp via
ISDN.
I forgot to write, that it's necessary to connect with a Windows 98 / NT
box to the linux server.
This problem drives my crazy ...
