 By putting it into /etc/services, i.e. add the following line:
irc             6667/tcp

I believe that netstat looks in /etc/services to map port numbers
to service names.

:  By putting it into /etc/services, i.e. add the following line:
: irc           6667/tcp

and remove the entry at 194/tcp (or rename it irc-secure).

Just add a line to /etc/services, following the format consistent
throughout the rest of the file. Something like:

irc            6667/tcp                         # IRC port

The services file is where port name -> port number (and vice versa)
conversions are looked up.
