Help ! Traffic control on a linux-router...

I'm testing tcp performance on a testbed like this:

     (172.16.40.2)eth0-----eth1(172.16.40.1)(172.16.30.1)eth0------eth0(172.16.30.2)

On the eth1 of the linux router I have implemented a simple pfifo
queing:
tc qdisc add dev eth1 root pfifo 1.
But the router drop packets only if the trasmission is from 40.1 to
40.2, but
when I send files from 30.2 to 40.2 (through the linux router) no
packet is dropped by the router.... Why ?

(the configuration of the router is:
echo "1" > /proc/sys/net/ipv4/ip_forward
ifconfig eth0 172.16.30.1 netmask 255.255.255.0 broadcast
172.16.30.255
ifconfig eth1 172.15.40.1 netmask 255.255.255.0 broadcast
172.16.40.255
ifconfig lo 127.0.0.1)
