imake = Imake.tmpl: No such file or directory

Whenever I go to compile something which uses imake, I get this wierd error:

08:39:17 [bhorling:xpm-3.4g] bash$ xmkmf -a
mv -f Makefile Makefile.bak
imake -DUseInstalled -I/usr/X11R6/lib/X11/config
Imakefile.c:3: Imake.tmpl: No such file or directory
imake: Exit code 33.  Stop.

It can never find this file "Imake.tmpl".  I'm assuming that this is something
on my end and not the oversight of whomever created the archive (as this has
happened five times now...), but I don't know where to start fixing it.  Can
someone please instruct me on how to get around this problem?

 You may not have installed the configuration files.
 Trust me, you can't write it from scratch. Also,
 if you haven't changed the specs file to use the
 -fno-strength-reduce flag and you don't plan on it,
 you will need to edit the Makefile that imake builds
 or define it in /usr/X11R6/lib/X11/config/linux.cf
 It's something like StandardCDebugFlags, but I'm
 not positive.

Apparently you have no imake configuration files installed.  Or else
they're installed somewhere other than where xmkmf expects to find them.
You could use "find" to determine whether there is an Imake.tmpl file on
your system, then edit xmkmf to point to the directory in which it's
located.

        % find / -name Imake.tmpl -print

If you have no imake config files at all, you can get the itools
distribution using one of the locators below.  This contains a set
of X11R6.1 configuration files, which may work just as well as the R6
files (or better).

    Greeting !....

    Would anyone know how imake looks for the Imake.tmpl file ?.
    My Imake.tmpl is located in  /usr/lib/X11/config/Imake.tmpl.
    I have "setenv IMAKE_TEMPLATE /usr/lib/X11/config/Imake.tmpl",
    but xmkmf keeps saying "imake: cannot find Imake.tmpl file".
    Any direction would be appreciated.
