I've successfully written Linux boot floppy .img files using the OS/2
LOADDSKF.EXE utility.  This lurks somewhere on the OS/2 installation CD,
IIRC.  It might be necessary to rename the file to have a different
extension, but I'm far from positive of that (it's been a while since I've
done this).

rawrite likes to run in native DOS.  If you don't have any means
of booting to native DOS, don't despair; there is an OS/2 port of
the Unix "dd" utility that can write the disk images for linux
just fine, without using DOS of any form. Pick up "gnufutil.zip"
from hobbes.nmsu.edu/pub/os2/unix/util and enjoy...
