Changing com1 to com3(ttyS2) on RH6

I want to change serial port to com3 (ttyS2) on linux RH6.  I need to setup
the IRQ to 12 and address to 03E8. What do I have to change and where?

1. com1 and com3 a the same time?

Can I install modems on both com1 and com3?  What if I never plan to
use them at the same time?  (The problem is that my Boca 14.4K modem
modem to use for sending faxes, and still use the 14.4K for everything
