Sure enough, the /usr/local/etc/ssh_host_key doesn't exist.
Is there a way to force ssh to create one for me? Or, what
is another way to get that file generated?

        as per the INSTALL file, in OpenSSH-2.1.1p2:

To generate a host key, run "make host-key". Alternately you can do so
manually using the following commands:

    ssh-keygen -b 1024 -f /etc/ssh/ssh_host_key -N ""
    ssh-keygen -d -f /etc/ssh/ssh_host_dsa_key -N ""

Replacing /etc/ssh with the correct path to the configuration directory.
(${prefix}/etc or whatever you specified with --sysconfdir during
configuration)

        I just compiled this, and it worked for me. give it a try.
