Hi
I have a core file in my home directory. Is it safe to delete the core file
by just issuing the command "rm core".

Yes.  "core" is one thing you should never name your files.  
A core file's only purpose is to make available info to figure
out why a process failed.
Many admins will routinely purge old core files.

That there are files named core in /dev and
/proc seems bad to me.
