CANNOT OPEN DISPLAY ERROR

I was hoping someone would know what this meant.  I get the error when
I try to run userinfo or userpasswd.

Does it mention either 'svgalib' of '$display'?

'svgalib: cannot open display' can occur if you are trying to run as a
user other than root. If it works as root, do
'chown root <filename>; chmod u+s <filename>'.
This sets the program to always run as root. Be careful if the program
lets you run things, as they will run as root!

If it's $display, run the programs under X Windows.

1. "Cannot open display :0.0" error and fvwm2

I just installed fvwm2 yesterday (hopefully I did it correctly).
When I try to start fvwm2, i get the following error message:
"Cannot open display :0.0"
I have a feeling this has to do with the way my Linux is set up
and not fvwm2.  I'm a Linux newbie (I only installed
Linux two days ago).  Anybody know what the problem is?
