Help!!! cannot use vi or mkdir from user account

i'm trying to set up a user account for me, so i don't do everything as root.
right now, i cannot run vi or elvis from a user account.  It works fine from root.  
i get the message  "Error writing headers to "tmp/elv_9b.1"  or some such elv*
file.  other things seem to work.  i wondering if some part of elvis is not
set up with correct permissions.  any ideas.?

i also cannot create directories from a n account besides root.  i get the
message  'Cannot make 'dir name' :no space left on device'  i don't know if
this is connected with the previous problem.  if its some sort of
configuration problem i have no idea where to look.

i would appreciate help, or at least be pointed in the right direction.
