Boot from loadlin fails: VFS: Cannot open root device 03:42

I am trying to boot from C:\ via loadlin onto Redhat 5.1 on /dev/hda2
Big disk (14.4 Gb, used fips to make room for partitions)

fdisk:
255 heads, 63 sector, 1024 cylinders (there are more...)
        /dev/hda1    1    1   990 7952143+   c  Unknown
        /dev/hda2  991  991  1121 1052257+  83  Linux native
        :

I copied the vmlinux file (I recompiled the kernel) to C:\ and booting
proceeds OK (similar to that of the floppy boot disk I made), until
this occurs:

        VFS: Cannot open root device 03:42
        Kernel panic: VFS: Unable to mount  root fs on 03:42

Is this the 1024 cylinder limitation in BIOS in a new disguise?? Is
there anything I can do to boot successfully via loadlin?

                                     ^^^^^

This is /dev/hdb2, which doesn't exist in your system.

You entered the wrong root partition into your loadlin setup.

Adjust the root partition to /dev/hda2 (this is device 03:02), and
all should be well.

hello, hello,
  I am stumped again.  today i got the new InfoMagic 4 CD set.
I backed up all my critical files and did a new install.
the installation works fine; i can get on the net, etc.
I did not have use of my 3c509 card nor my MSbusmouse.
so, i configured them and built a new kernel.  and using 'zdisk' as i have
been doing for a long time, built a boot floppy.
booting from the floppy, it gets almost all of the way throught when i get

Kernel panic: VFS unable to mount root fs on 03:42

any clues as to what i should look for ?   any guidance ?  am i hosed ?

should i throw away this 1.2.1 kernel and go back to 1.0.8 ?
