?? Modem sends ~15 chars, wait 30s, 15 chars, wait 30s...??

I've got my modem (Cardinal 336 int) sending & receiving chars, dialing,
etc.  But using either chat or minicom, chars are sent & received VERY
slowly.  For example, if I send

    ATZ^M

It takes about 30 seconds to see the OK response.  On longer strings, I
send/receive about 15 chars, pause about 30 seconds, send about 15 more
chars, ....  Any ideas on what's going on?

1. making my ip masq script wait 10-15 seconds to let pppd finish connecting

I need to find a way to make my ip masq script wait 10-15 seconds so that
pppd can finish connecting to my isp since my masq script uses the ip
address that I'm assigned for a few of the rules.   To dial out I use a
script called bellsouth-up.  This script calls pppd with my chat script.  Is
there a way to either do a while statement or even just a 10 sec loop in a
bash script to pause it before it calls the masq script???
