linuxconf over http

I just installed RedHat 5.1 for Intel including
linuxconf-1.11r11-2rh. Linuxconf works great with X
and from the console but not over http. I have the
linuxconf html access control set to allow access
from the local network.

The documentation I could find said that linuxconf
has its own http server that listens on port 98 and
is started by inetd. The stock /etc/inetd.conf and
/etc/services files have no reference to linuxconf.
The linuxconf RPM does not modify these files. I
tried to hack them myself without success.
I suspect that I am not using the correct command line
options to get linuxconf to start in http server mode.

Any ideas??
