2.1.117 refuses to boot

Having solved the unable to mount root filesystem problem, I am now
unable to boot 2.1.117. I select the correct image from the LILO prompt,
and get the following message:

LILO: linux-21
Loading linux-21......
Uncompressing linux-21.... Ok, now booting the kernel

At which point it immediately reboots the machine.

The funny thing is, it stopped doing that for a bit, but now started
again.

linux 2.0.34 boots fine, and both are on /dev/hda

lilo -v -q, for those interested:

1. QIC-117 standard: where?

I was looking for the QIC-177 standard document in order to write
some tar equivalent for the DOS backed up tapes. It's pretty easy to
read them with ftape driver, and format looks really very much like
a DOS directory. But not quite. If someone can point me to the source
of this QIC-177 document, or at least tell who publishes this standard -
would be VERY helpfull.
