I've followed the following instructions provided by CNET, but the CD I
created doesn't seem to work...

Description
   Note: The download listed here is an ISO image file. It must be
   downloaded, then written to a recordable CD-ROM (CD-R/CD-RW) disc
   for it to be usable.

Does anyone have a detailed set of instructions to get the CD working
properly?

You need to burn the image file to CD using an option in your CD-R
software that's probably called "create CD from image file" or something
similar. You can't simply drag the image file onto a file list as if you
were creating an ordinary CD. Precisely how you go about doing this
depends on the software you're using.
