can I change the partition sizes on a live system ?

I'd like to decrease /var and increase the size of /home, can I do that
without
reformatting the system ?

sorry , I should have said to decrease /usr and to increase /home

1. changing the timezone on a live system

Anyone know how to change the timezone settings on a live system w/o
rebooting?
Anything I could possibly force through mdb etc..
